Present:  Ms. Dean; Mr. Poulin; Ms. Brymer; Mr. Bloom and Mr. Mulholland.  Alternates: Mr. Pozek and Mr. Porco   Also present:  George Benson, Land Use Director.  Clerk:  Ms. Wilkin

The meeting was opened at 7.32 p.m.  Notice is made that the entire meeting was taped and can be heard in the Planning and Zoning Office, Municipal Building, 3 Primrose Street, Newtown, Connecticut

PUBLIC HEARING (Continued)

APPLICATION BY THE TOWN OF NEWTOWN PLANNING AND ZONING COMMISSION FOR UPDATE TO THE TOWN OF NEWTOWN PLAN OF CONSERVATION AND DEVELOPMENT AS CONTAINED IN A DRAFT DOCUMENT ENTITLED “SECTIONS OF THE WORKING DRAFT TOWN OF NEWTOWN PLAN OF CONSERVATION AND DEVELOPMENT 2010 SANDY HOOK DESIGN DISTRICT DRAFT - HAWLEYVILLE CENTER DESIGN DISTRICT DRAFT - SOUTH MAIN STREET DESIGN DISTRICT DRAFT”.

DISCUSSION AND POSSIBLE ACTION

SANDY HOOK DESIGN DISTRICT DRAFT UPDATE TO THE TOWN OF NEWTOWN PLAN OF CONSERVATION AND DEVELOPMENT

The Commission had a discussion of the draft document that will eventually be part of the POCD.  Mr. Porco did not remember anyone speaking adversely about the plan at the special meeting held in December.  A part of Mr. Burton’s a letter in the file states that he does not want the district enlarged too much.  Because of the possible commercial development, some residents did not want to see it expanded to the highway.  Once there is an agreement, water lines will be indicated on the map.  Sewers should be installed shortly.  Among other issues discussed, the difficulty homeowners have selling their homes as residences.  Ms. Dean advised that in May there will be an article in The Bee showing the plan to expand Hawleyville, inviting people to talk to the Commission.  Issues raised by the public can be very helpful information.   (Full details of the discussion are on tape in the Land Use Office)

DISCUSSION AND POSSIBLE ACTION

HAWLEYVILLE CENTER DESIGN DISTRICT DRAFT UPDATE TO THE TOWN OF NEWTOWN PLAN OF CONSERVATION AND DEVELOPMENT

The Commission had an open discussion of the draft document that will eventually be part of the POCD.  State mandated sewers will eventually be indicated on the map.  Mr. Benson advised that New Milford has a new water supply which will run through Brookfield with the possibility of hooking up to the Newtown line that is planned for.  Among other issues, sidewalks and traffic were discussed.  Ms. Dean did not foresee retail businesses in the area but hopes to attract big business such as hotels. OTHER BUSINESS

Ms. Dean had received a letter from Jim Gaffin of the Borough Planning regarding revised regulations.  She will make a copy and distribute it for consideration at a future meeting.

Ms. Brymer would like the Minues of February 17, 2011 redone.  She will advise accordingly.

Mr. Pozek made a motion to adjourn.  Seconded by Mr. Bloom.  The vote was unanimous.

The meeting adjourned at 8:55 p.m.
